Child Maintainance

Hello All,
My partner has two children from his previous relationship whom he pays maintainance for. However certain issues have recently come to light that I hope you will have some words of advice that will assist us.
The House:
My partner has a charge levied on the house of 35% when the house is sold. This is the equity contained in the house which is currently £200K. His ex and her partner have remortgaged the house at least once. Is there any means of finding out how much they have remortgaged the house for?
The Children:
He pays maintainance regularly, however, we have discovered that the OH is a gambler and strangely, money has gone missing from his account... She has apparently developed a liking for alcohol. How can we ensure the money goes to support of the children and not to the bookies or off licence? Some things we have thought of: an allowance for each of the children, paid into their accounts; topping up their phones; setting up an account at Asda (where they shop) and paying a set amount every month.
Any advice is gratefully recieved.

I don't think you can guarantee how the money is spent.
ASDA card is a nice idea but she could buy booze?:cool:0
