Being asked to pay rent from 2002/2003 please help

                    Am after a little help as I dont know what to do.
My girl freind started renting a council house back in December 2002 and in December 2003 My name was added and my name has just been take off. and in March this year the council swap to a company called wansbeck homes Ltd and my girl freind has just got a letter saying she need to pay £166 for rent due from 2002.
Is this something they can do.
The council never told her that there was a amount outstanding its just come up now after the council sold out.
When we are here as well in April this year our rent went up (both our names where on the house) just after my name was taken off and girl friend signed new contact with the and they put rent up again can they do this.
Any help on the above 2 would be greatful

            Isn't there a 6 year limit on debts?
 It's only £166 - if it's owed then pay it. Or agree a schedule to pay it0

 WHY do the council want you to pay an extra £166?? ask THEM.
 The council or their representative have the right to put the rent up at least once a year. Are YOU trying to Fiddle the council? name on and name off malarky sounds like someone trying to dodge council tax and rent, apologys if not so.tribuo veneratio ut alius quod they mos veneratio vos0

            The amount outstanding is £166 from rent in 2002 the fact of the names going on and off, is that I now live someone where as I work away from home and have moved away from the area for 3 years.
 I would pay the £166 but I just given them £800 from this year and last as I fell behand with my rent when i was;t working and I ask them was that the full amount outstanding and was told yes thats everything and now I get this letter saying they want £166
 Also they put the rent up in April to £52.62 and then my name was taken off end of last month and then the rent went up to £61.710

 Do you have it in writing that your last payment covered everything up to date? For anyone in a similar situation reading the thread, always send in a letters saying I am paying the figure of £ xxxx as requested by you , in full and final settlement of my debt. If it was only a verbal response, it will be your word against theirs. I would now ask them for a written statement for the past 6 years of all payments due and all payments made, and say that you will pay after checking back through your own records of what has been paid and comparing it with their record. Do this in writing - if you need help with the letter see someone at the local CABwould pay the £166 but I just given them £800 from this year and last as I fell behand with my rent when i was;t working and I ask them was that the full amount outstanding and was told yes thats everything and now I get this letter saying they want £1660
