Overflow Problem - Block of Flats

Hi
I have noticed that a couple of flats in our block have problems with their overflow pipe i.e. continuous dripping. Can anyone provide information as to why they are continually dripping and how to sort the problem out? Also, is it the flat owner or management company's responsibility to fix the problem?
