converting drawings or jpegs into CAD .dwg files?

When we bought our flat, we bought the planning application architect drawings with it. We have them in paper format and on a CD. However electronically- speaking, only the floor plan is in .dwg format (auto CAD). The elevation and external building drawings are jpegs. We gave them to an architect/draughtsman who says he'll have to redo everything (at great expense) because he is unable to either scan the paper and save as .dwg or convert jpegs to .dwg files.
The drawings only need a slight adjustment as we want to put in a couple of windows. We can no longer get hold of the original draughtsman.
Is the architect right or is there any way around this please?

He could trace them (trace is a function in vector drawing software), using a good drawing package such as Adobe Illustrator, which will (if the files are high quality) be able to convert the drawing to a vector format such as EPS which could then be converted into dwg for AutoCAD.0

Find another architect that is willing to be a bit more flexible.0
