BA Amex - expenditure towards 2-4-1 no longer carried over

SHOCKER!!!
Just got off the phone with BA Amex, yes it is true about the premium plus card now needing only £10k expenditure to trigger the voucher...
BUT....
If you do not reach £10k by the anniversary date of your card, the balance is no longer carried over to the next year. At that point it is wiped to zero and you have to start all over again, without issue of the voucher! I asked why either of these items have not been advertised on the Amex site, and was told that new terms and conditions are going to be sent out to all cardholders.
BA Amex Premium card new expenditure is £15k
BA Amex card regular (blue one) (NOT the regular Amex cashback card) expenditure remains the same at £20k
All three BA Amex cards are under the new terms regarding the expenditure not being carried over past the card anniversary date
