Can I recover a deleted folder in Outlook Express?

I have accidentally deleted a folder that I had made in Outlook Express. One of those mad moments when the finger works faster than the brain !!!. I have done system restore and it did appear but not where I was expecting it (as an extension to the deleted mail folder) and I deleted the contents of that folder, not seeing the missing file and of course it disappeared again. Yes, I know what you are all thinking ---idiot !!!!!!. Yes, I agree. I have reversed the system restore and done it again for an earlier date but it hasnt reappeared this time. Is it gone for good now or can someone suggest something.
