Officially Luncheon Vouchers should only be spent on a "Meal" however Tesco's will take them as they do other vouchers.
There are a whole list of firms which will take them in exchange for food Here
The advantage of vouchers rather than cash for folk on means tested benefits is that they can recieve payment in kind without jeopardising their entitlement to benefit.My weight loss following Doktor Dahlqvist' Dietary Program
