E-on Fixed Price 2oo9 Tariff

Hi, looking to switch to fixed price tariff, did the comparison sites and found there was not much between Scottish Power (13% more) and E-ON (16% more).However i noticed the price per kwh was much higher for E-ON but it said it gives you a 9% dual fuel discount off your total ANNUAL bill. Does this mean you pay alot more throughout the year and then get a rebate after one years usage or do you get a slight percentage discount each month. If the answer is the first option then what happens if you leave E-ON before you have had a full years usage or leave half way through a second year, do you get no discount at all meaning your fuel has cost you alot more
Has anybody had any dealings with these two companies and could advise which is the best one to switch to.

Discounts on E-ON are applied on the quarterly Bill so if your leaving them make sure it is just after receiving this bill or you would loose all the discount!!0
