    Unless it's a room-by-room HMO - most rented as standalone properties have the tenant as liable i.e. who lives there not the owner

    Usually the person who lives there rahter than the owner is liable

    So the bill has to have been issued over 6 yrs ago, rather than relate to charges which would have been incurred over 6 yrs ago. That being the case the billing authority/ies (and I have spoken to several during my career) have misapplied the law.
