    I did a bit of checking up on this issue today. From what I've read, it may well be a problem.
    According to the Guide to HB and CTB 2007/08 (zebedee ward and lister) a change to rent IS a notifiable change even after the rent officer decision has been made.
    However it then gets murky - they state that the rules on rent reducing below the Rent Officer level are "grey" (as the guide is 07/08 it hasn't got LHA) but that it's not uncommon for HB to be dropped to the rent level if it is below the RO level.
    It's probably be dealt with in a similar way for LHA but for the extra £15 allowed being added on to the rent.
