Preparing surfaces before glossing

Hello,
I've glossed quite a bit before and always given the wood a quick sand and clean down. However the previous owners of our new house seem to have made a bit of a bodge of it in the past. Small pathches of it looks like it's been stripped right back to the wood - but then they've changed their minds and just gone over the previous gloss.
It looks a mess and I want to get it sorted. What am I best doing?
Could I give the whole lot a good going over with the sander? Am I going to have to get it all back to the wood?
