travel insurance to canada

I am trying to purchase reasonable travel insurance for my grandson( who is 18 in September) for a 3 week holiday in Canada to visiting my son. The sites on the web I have tried have resulted in problems with his age ( MUST BE ACCOMPANIED BY AN ADULT IF UNDER 18 YEARS OF AGE!!!!) Any suggestions for a reliable provider please

He will be able to get insurance, but may have to pay the adult rate.
There are lots of companies that do this.
