make an offer - option

I have seen adverts on ebay with "make an offer" option or similar to those words but I cannot see this option in my ebay when listing an item. Can anyone direct me to this option please?

The "best offer" option is only available when you list an item as a buy it now/fixed price
its just underneath the box where you enter the BIN price0
