T-cut is only best used as a last resort as it is very abrasive, and should be used with some care so you don't end up going down to the primer. It would almost definitely work, but there are gentler products intended for light scratches such as meguiars scratchx.

How bad is the damage? T-cut may work if the scuff is not deep. Alternatively, some outfits like "Chipsaway" or the like could fix this for you.
Then again, how old is the car? You could just do what we do with our city car, and wear the battlescar with pride!

If the scratches haven't gone right through the colour coat, its possible to sand them out with 1000 grit wet and dry then bring it back to a shine with G3 Farecla cutting compound. You need to be careful though because use the sandpaper too much and you can end up going through the paint to the undercoat.

Sounds like it's cracked the paint off the plastic of the bumper? Unfortunately I believe you need special primer and paint for the plastic.

No but on a 10 year old car, I can't imagine it'll make that much difference. At a proper bodyshop its likely to be well under £100.

Only thing to remember though is as it is a 10 year old, the colour match may not be perfect as the paint will have faded with age.
