hey there, My father is 56 and wants to claim some money back from his pension. However, the pension company (assoiated with NHS) has said he has to wait until he is 60 before he can touch any of the money. Does this sound right? And isnt he allowed to move to another pension?

Delayed Basic State Pension & Top-Up Freeze
I understand the annual top-up of 10.4% is being frozen in the imminent budget. I don't quite understand how that will work and what exactly is affected by this freeze.
