I've got (or had, perhaps) and Icesave ISA. Since they're now dead and gone, can I open another ISA whilst I'm waiting for my money back from FSCS? Would "the system" tell me I'm not allowed or would I get a visit from HMRC people? Maybe I should call them...

Are there any fixed rate ISAs that will guarantee the rate for next years allowance?
Does anyone know of a fixed rate ISA that guarantees the rate for a year but will also let you pay next years allowance (come march) into the account while still guaranteeing the rate on the full balance until the end of the fixed term? Do accounts like this exist or am I asking too much? Cheers.

Transfering this years ISA
I have an ISA with Abbey which I may need to move. I had £10,000 in there last year and topped it up with another £2,500 this year. Can I still transfer this ISA to another bank or building society as I have not used up my full allowance for this year and then top it up to the years full limit?
