Feed more money into funds

How do I get an ISA as a UK citizen seconded to the EU?
I am currently seconded to Spain (10 months left) and so I am currently registered as a non-Uk resident for Tax purposes. I am paying Spanish tax and NI. Is there any way I can invest in a UK index tracking ISA. I assume my current status does not affect the ISa's I took out years ago when living in the UK?

HSBC e-ISA rate dropped to 5.75% AER
Received this email from HSBC The Bank of England have reduced the Base Rate by 0.50% to 4.50%. Following this, we are changing the rate of interest you earn on your Cash e-ISA account from 6.25% AER to 5.75% AER, 5.60% Tax Free. These new rates are effective from 16 October 2008. Bradford and Bingley - one year fixed ISA - accepting transfers?
Does anyone know if Bradford and Bingley's one year fixed ISA accepts transfers from other ISAs? The wording seems to suggest (but it's not explicitly mentioned anywhere that I can see) that I can only put new money into it. They do have other ISAs, but they are subject to lower rates... of course. :rolleyes:
