@jrc123 Are you sure the WS deadline is 4th Nov? Doesn't the NoA say "...no later than 14 days before the hearing" I'm a few weeks ahead of you in the process2 -

They should only cite PoFA if they are seeking to transfer liability to the keeper. At an airport, they struggle to do this. Use the standard template.3
