Yes actually the person I know who needed a tenancy etc wasn't on the electoral role and had no credit accounts so there was no other way to identify them.1 -

In my recent experience they'll only ask for Id if you fail the standard electronic verification, which I assume includes things like being on the electoral roll etc...)2 -
