I’ve had a similar issue. Most UK cards I know only let you add additional cardholders if they actually live in the UK and have a UK address, which sucks when you just want someone to make purchases …1 -

I asked over the phone with AmEx and they allowed me to do it and said to declare our address as theirs. I see now that their terms say they must be a UK resident but they have never come back to ask…1 -

Maybe say which CCs you've checked? Had a quick look at a couple of mine, Amex says UK address only, John Lewis says same address as primary user.1 -
