Suggesting that EU roaming means your phone will work abroad is disingenuous at best. Some of their deals do offer EU roaming so worth checking, or taking your custom elsewhere.1 -

If they’re not MCS certified, there is almost always a reason for it (and they’re not good reasons). As cheap as the initial quote is, my advice would be not to proceed.1 -
