Also if the OP is buying with a mortgage, the lender needs to be comfortable with the risk, no matter the price. Which I doubt they would, at least without indemnity insurance.1 -

I'm not 100% sure, but I believe rights over land are covered by LGA 1972 S123 in the same way as disposal of actual land owned by a council - i.e. that there is a duty to get 'best market …1 -
