Scottish Power - Power Up Tariff

Does anyone use the Power Up Tariff? Is it any good? Does it work out cheaper?

Is this the pay up front one? I had wondered about it, but when I had looked it all seemed a bit vague on prices; didn't seem much of a saving, buy maybe I am wrong and someone else can advise who is on it.
