ISA transfer in application error?

I already hold an existing ISA with Coventry from last year and I've also subscribed 2016-17's allowance into this account.

I tried to apply for another ISA with Coventry with the intention of transferring in my previous years' externally held ISA into this new one (Coventry). However, it errored, saying something to the effect of 'as I have an active ISA, my current year subscription needs to go into this account'?

Does this sound right or is there something wrong?

    It sounds like they have failed to account for people opening a new ISA just for a transfer of previous years money. You may have better luck if you can apply by phone or in branch.
