Plusnet cessation charge

I'm considering moving from PlusNet Broadband as I'm out of contract. I've been told it's almost impossible to leave without being charged a £30 cessation fee. It used to be the case that if you left with a MAC code you avoided this but I've heard not many companies bother now with a MAC when they take you on.
Can anyone advise of ISPs that use a MAC so that I can avoid the charge.

You don't need a MAC Code.
If you're out of contract, sign up with another provider. They'll take it from there. You may find it beneficial as well to move the phone line at the same time to the other provider.
The Cessation fee is more about if you or the provider terminate broadband, as in "not having broadband at all from anybody", not "we'll charge you if you leave us".0 -

This. It applies if you stop having broadband on your line altogether. (Or stop having an Openreach-based line altogether if that line had broadband on it - for example if switching to Virgin Media.)
The reason for the charge is Openreach need to physically disconnect your line from broadband equipment in the telephone exchange.0 -
