The i3 is the better, but only just (Faster processor). Personally Id go for the cheaper of those 2 if I HAD to buy one of those 2.
The only thing holding it back is the integrated graphics, but it 'should' still play sims 3 fine
I say should because im not commiting myself to say it will play well, just that it will play the game (Although id hazard a guess it will be pretty good)

Id found out if theres a particular reason because 4Gb is absolutely fine for the vast majority of computer usage. To actually need more than that is very unusual
In fact for windows 7 to run fine 1.5Gb is generally fine
It would be far better to buy a lappy with 2Gb of RAM and a decent graphics card than it would to buy one with 6Gb RAM with onboard graphics regarding playing Sims 3

Laptop versions of these chipsets may work, but may run comparatively slower. Standalone cards that are installed in vanilla PCI slots (not PCIe or PCIx or AGP), such as some GeForce FX variants, will perform poorly. Integrated chipsets such as the ATI Xpress and the NVIDIA TurboCache variants may default to settings that are higher than what would be optimal for them. Graphics settings can be lowered to improve performance. The NVIDIA GeForce FX series is unsupported under Vista. MAC OS X Supported Video CardsNVIDIA GeForce series
