Exeter, Devon landlines - premium rate fraud - check your bills

If you are in Exeter or Devon, it is worth checking your landline bills April up to now.

There appears to have been fraud occurring at the exchange resulting in landlines being billed with premium rate calls they have not made.

If you google the number, you will likely find reports of this fraud on other forums.

This fraud happened to me despite me having premium rate barring enabled on my line.

My provider, TalkTalk have agreed to refund my money.

The story has today (9th July) been reported in Exeter Express & Echo (Page 22). But BT are pretending that the problem is "not widespread". This might be because when I called them and reported it, they hung up on me.

    I am now aware of about 20 incidents of this phone fraud most of them in the Kings Heath and Clyst Heath estates, but also in Pennsylvania and other unknown locations.

    It seems that everyone is reporting the same number:

    I have contacted the BT rep who responds on this forum, because there are a number of reports of the BT call centre refusing to accept there is a problem.

    In my area, PC Sharon Tooze has been collecting reports.

    Unfortunately, as a new user, I am unable to post links, but if you google the phone number you will find reports on the scream forum, on whocallsme (where you don't need a login name to report)

    There is also a story in Exeter Express and Echo. Google the following to find it:

    So how can people be charged then?
    Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.

    Three people have indicated that BT refused to listen to their complaint. They hung up on me.

    It is not true that PhonePayPlus have received complaints. I have complained prior to this story being written. It is, however, unclear whether fraud is within PhonePayPlus's remit. They appear to look only at genuine calls made on genuine customer's telephones.

    Maybe he didn't say "and", and the reporter got it wrong.

    How come the number is now not in use, despite earning large amounts of revenue in April and May? I would say that adds to the suspicion that there is more to this than someone accessing a service without paying for it.

    the premium rate lines belong to a company called Call Republic ltd and the numbers used belong to Oxygen8(aka Opera Telecom)

    it appears they have now moved on to the Exeter area.

    Somebody really should contact the national press about this.

    Why would BT speak to you ?, you are not one of their customers, if your provider accepts the problem (and refunds money) and they in some way think BT ( wholesale/openreach ) need to do something then its for TT to speak to the relevent people, not you....why would you even think that speaking to BT (retail) is a reasonable thing to do ?, where on BT Retails computer systems do you think they will find you ?

    Some of the people being ignored by BT are BT's own customers and the police investigating the incident.

    If I run a business and people using products of my business were victims of fraud, I don't believe I would cut them off mid-call - I would log the complaint. Cutting people off is discourteous.

    It seems apparent that this sort of fraud happens quite regularly, so I would expect BT to have systems in place to identify it, to deal with the fall-out from its customers and other users of its systems, and to not make bland statements that they are "not aware of a widespread problem".

    Perhaps you calling BT is just being public spirited, but if BT's customers call and complain, even if they get what they consider to be a bland 'not a widespread problem' reply, the CS rep can enter notes or whatever against the callers account/tele number, if you call BT not being a customer exactly where would you expect them to log the call ?..after all you have no entry on BT (Retail) customer systems.
    You may think when you call BT you in some way are contacting the keeper of the nations telephone records, but you aren't, BT Retail is just a service provider, same as Talk Talk, or Sky.
    As a TT customer if you have been affected by this fraud, then logging it with TT is the correct thing to do, if TT suspect the problem is with BT, then they should have the processes in place to highlight the problem with Openreach/BT Wholesale, who can investigate if they feel the need.
    I dont think there is a single company anywhere that will take fault reports for their competitors business, whould you complain to Tesco if Asda had overcharged you for a item of shopping ? , would Tesco 'log' the call ?.
    If the BT CS rep was rude telling you to speak to your own provider, then that is wrong, but then they are given only a set amount of time to deal with calls, your call was one they can do nothing with.

    You have latched onto *my* expressed unhappiness at being disconnected. But as I said, BT customers are reporting the same experience of being cut off or of being told there is no problem and they have to pay their bill. My experience is given purely because it is my experience.

    Yes I am unhappy at being disconnected. I was disconnected moments after they identified that I had given them a relevant call-reference of another report. So, not reasonably, I got suspicious. And if BT retail and the BT exchange are different businesses (albeit owned by the same people), then that is their branding problem, not mine - I'm reporting a crime, not a customer complaint.

    For the record, in addition to 09829323380 there is also an issue with 09829319990.

    (I would add that my irritation is indeed greater because I continue to receive BT cold-calls and junk mail a number of years after being their customer, and usually get cut off when I phone them to politely inform them that my permission for them to call and mail me has been explicitly revoked and that I'm in MPS and TPS. But that is by the by).

    When did BT become 'aware'? After a certain journalist started asking questions?

    The BT billing AIT system monitors for abnormal billing patterns and would have seen that these calls were only appearing on customers lines in the Exeter area.

    Why did BT continue insisting these customers were liable for these obviously fraudulent charges.

    This criminal scandal has been going on as far back 2004
