35% discount to what? Prices are only ever decided once a sale completes. It's not unusual for chancers to ask for silly amounts they'll never achieve. Flat was on for £1 million. Now down to 650
It is slightly unusual in that it's two bed but it's the size of 3/4 beds it just has very large rooms.
It also has train noise

What's the price per square foot, and how does that compare with other properties? That's a starting point. You can then adjust for noise, and the fact it's only two beds etc.

If it's a flat near the top of The Shard, it's dirt cheap, buy it.
If it's a flat in the ruins of Grenfell, it's overpriced, don't go near.
