Heres the Three blog where they said they would not make mid contract rises.

'will not go up in the minimum term of your contract. We support Ofcom’s approach to fixing the price for pay monthly contracts for their duration. We think it’s only fair that customers should have clarity around costs when they sign up to a contract.'
It's at least arguable that going up in line with RPI is not an increase in real-terms.
Keeping the prices fixed is clearly an effective decrease.
Explaining this in the contract - I don't see the issue.0 -
I see it as both a slap in the face but also a necessity, Three already run a model based on value and low cost. Some how they have to sustain that whilst also invetsing in the network. Harsh though it is, some times an inflationary increase means they are keeping up with the annual increases in costs. Damned if you do, damned if.....0
