Capital One Application, need help please!!

Ok, and thanks in advance for any help!
My partner applied for a capital one card 2 weeks ago. He got the further information message and they sent a letter for documentation confirming his identity. Has been on electoral roll for 3 months now but don't think its been updated on cra files, as no1 seems to be able to find him
Anyway, He sent the documentation in, and received it back with a compliments slip saying they will now complete his application within 7-10 days. That was all fine and dandy, but today while he was at work capital one rang to speak to him about his app, but obv he wasn't here, I explained to the guy he was at work and he said oh ok, no worries we'll maybe give him another try again or something.
My question is, has anyone else been through the same palaver? And will him missing the call due to being at work affect his application? I didn't think that capital one needed to ring once they already had copies of his i.d that had been returned already.

Did he not put down his workplace or mobile number as well on his application? Usually card companies will try the houseline number first, and then call whatever other number(s) they were given on the form to make contact.
Electoral roll updates can take up to 3+ months to be showing on your credit files depending on what date the last canvas was.
