Money Moral Dilemma: Is it OK to use other people's leftover parking time?

NB: This question came to the MSE team from a MoneySaver and was included in our weekly email this week.
"I am a new driver and I was at a council-run car park trying to figure out the pay-and-display machine when a driver who was leaving offered me her ticket, stating that it had over a hour left on it. Being unfamiliar with the etiquette around this one, I declined the offer. Since then, I have had similar offers a couple of times and whilst I have declined them, I wonder what fellow MSE users think of this. Is it OK to deprive car parks of their revenue or should I continue to take the moral high road?"

Is this serious? Why would anyone refuse? A lot of car parks run by councils can be quite expensive. I once got a free bus ticket because another commuter was going home and gave me their day ticket which was valid for the remainder of the day, I never once thought twice about it!!0

Technically this is (usually) against the terms of parking ... payment vouchers (tickets) are not transferable. Practicably then there's nothing to stop anyone doing this, unless the vehicle registration is on the voucher.
This is one reason why many P&D car parks now use ANPR on entry, and require motorists to pay for parking at a machine just prior to departure. Although in the grand scheme of things it doesn't really gain the operator more revenue - if a voucher is transferred then the parking time of the voucher has still already been paid for; motorist A paying for 3 hours and transferring the last hour to motorist B is no different than motorist A paying for 2 hours and motorist B paying for one hour. (Unless it is something like 50p for one hour, £1 for up to 3 hours ... with ANPR they get £1.50 from two motorists rather than £1 from one. Plus they save on staff costs to patrol the car park).0 -
I've seen a few of these APNR car parks now....I think the councils are being lazy and greedy at the same time (probably contracted out to car park companies who pay them for the contract while raking in huge profits, win-win for them)! Why shouldn't you have the right to give the ticket to someone else? You've paid for the time in the space. You're not taking anything extra really are you.... so infuriating. Could get on my soap box over this one - talk about being fleeced! :eek::mad::mad::mad:0

Some pay and display machines now ask you for your reg number before you put you prepay for your ticket (different type of machines to the ones where you pay when leaving the car park)
If morally you don't like the idea of getting the parking for free (if has been said already and does not have any car details one), what about donating the amount you would have paid to charityDebt of £6300 cleared in 5 years, now ZERO0 -
If there's time left on them, I always look around for someone to pass my ticket onto. I've even stuck them to the ticket machine if there's been ages left on them and no-one around. I like to believe in karma - that an equal amount of people will hand unused tickets onto me too
Most council run car parks are overpriced anyway - if they weren't, no-one would bother to share their tickets - so I don't feel guilty in the slightest.

I don't do this because the tickets usually say on them they are non transferable.0

Of course it's ok! I regularly offer tickets to people when I have paid for longer than I needed - I figure that one day someone will do the same for me and I'll be grateful. It's not immoral to do it - I consider it to be just a nice thing to do...I'm so sexy it's a wonder my underpants don't explode.0

Yes, I think it's fine to do that! It always makes me smile when someone is kind enough to pass on their car park or bus pass to me, and I, of course, also offer mine on when I can, too. Who cares if it is technically against the small print on the ticket?0

I used to pass mine on all the time and occasionally got given one too. Sadly all my local council carparks now require you to enter the car reg and it is printed onto the pay and display ticket so no one can pass them over anymore. Really annoying as the council are getting extra money so its clearly primarily about making money rather than covering costs.0
