VCS Parking Charge Notice

I recently received a PCN from Vehicle Control Services Ltd whilst parked at work. We were all provided parking permits but after removing mine to use in my partners car one day I placed it in the wrong wallet on my windscreen the next (at 6am in the dark) where it wasnt clearly visible. This resulted in the PCN which I appealed. My appeal explained the above & I also explained I was parked outside my place of employment,that I have previously submitted my vehicle details to the land owner. I also questioned the charge of £60 as there is no cost to park.
My appeal has unsuprisingly been rejected & I now have until the 14th November to pay at the very generous discounted rate of £60.
After reading several threads I want to ignore this & any further correspondance. My latest letter though from VCS states the charges for the notice are set by the landowner who they manage the car park on behalf of & that in my appeal I state that my permit wasnt clearley visible & that they have numerous signs clearly stating a permit/ticket be in full view at all times.
Would the advice still to ignore these people?

  • Right first of all, you owe ABSOLUTELY nothing. You cannoty expect sympathy from a rogue private enterprise who serve themselves and not the wider community. The point is that if they tried court, even a drunken judge would be on your side given that you did not openly abuse the situation.

    Contract Law enables a landowner to seek losses from a motorist resulting from that person's actions and any predrafted signage supposedly telling you that you are entering a contract and that if you breach terms you owe stupid money is not legally binding.

    You shouldn't have appleaed, you merely had to write to reject the demand as it is unlawful. By appealing, you give the impression you accede to their authority which you don't. You are free to ignore from this point on, let them wait like rats in the hope they will get their remittance. Given you appealed, they probably think it is forthcoming: I hope they've started using the credit card, because it won't be you paying their bill! :)

    VCS do not own the car park and you already have express permission to park there from the only ones who matter, the landowners and your employer. IGNORE VCS COMPLETELY.

    Like all the other posters on this board, you have a fake PCN.

    The registered keeper can just ignore it and ignore the other letters that will arrive. The letters are easy to ignore and laugh at, when they arrive at the address of someone who knows it's all hogwash and not a real parking ticket at all.

    The whole scam of fake PCNs relies firstly on people's ignorance of the fact that a random private company can't fine anyone, and secondly on their natural fear of parking tickets and the escalating costs/bailiff scenario. So PPCs copy the look of a real parking ticket and - hey presto! - the cash rolls in from victims who know no better.

    There is no fine, no CCJ, no bailiff, no debt, no effect on credit rating, no Court, no repercussions at all from a pathetic, unenforceable fake PCN (= invoice) issued by a random third party. The signs are irrelevant, there was no contract with you.

    Tick off the threatening letters and see links to two odd (very rare) cases where VCS tried Small Claims Court and LOST HORRIBLY and also got caught out in a Higher Court by HMRC over VAT owing, here.

    So I recommend from now on that you just play snap with the threatograms from debt collectors - choose to ignore and laugh at the scammer and their attempt to extort money. It's like deleting obvious phishing emails from your 'Bank'; it's a very similar con based on impersonation of authority. The fat cat owner of VCS is horsey Simon Renshaw-Smith who is rich for one reason - people have fallen for his fake PCNs. Do not line his pocket, you owe Simon NOTHING and he is certainly not about to repeat those Court cases in the pre-September section of the first link above. Read it and laugh!

    OOOOOHHHHH, this sounds like a 3rd party claim, roxburghe on behalf of VCS on behalf of the landowner.. Plenty of scope for contempt of Court there i'd say....

    Write back to roxburghe and pleasantly advise them to pay their own judgement's before asking other people for money that is unenforceable...
