Does that include the debit card charges that the online travel agents charge I wonder??

Yes it does, the basic price must include the debit fee charge although there can be extra charges for paying by credit card

How about when you get to the hotel, and find you have to pay extra for Air conditioning (€5 per day ) Use of Fridge (€4 per day ) .
