Surely estimated speed is a fantasy estimate based upon wishful thinking as there can little prior knowledge unless some deep survey has led to a concrete minimum figure that stands up to scrutiny.
Congestion / conflict / rationing on broadband is an everyday reality as providers divvy up bandwidth on their networks.

Which is EXACTLY why you are able to leave if the provider falls short of what they estimate. Yes they'll estimate low for the bottom end of their provision but that just means you go with the best value bottom speed for what you need to do.
The only scrutiny needed is if you are getting what you were promised or not, if not you can walk.This was 6 months out of date so I've changed it.:j:j:j:j0 -
I recently signed up to talk talk and was given an estimate over the phone without prompting, the estimate was pretty acruate too and was 0.5bmbps lower than the actual.Have my first business premises (+4th business) 01/11/2017

Soon as active the contract commences.
There are loads of things that slow a connection down but for how long is it deemed tolerable.0 -
The reason TalkTalk fail to give estimates is because they fail to understand the ruddy english language in their cursed foreign call centres.0

What is considered to be an accurate estimate? It isn't as simple as measuring the distance from the exchange. I'm with Talk Talk and I was given an estimate of speed that turned out to be fairly accurate,
except after 6pm or weekends. The speed varies wildly depending on what I want to access and when I want to watch it. How will this information be conveyed to the consumer?0 -
Bear in mind that any speed estimate given will be for SYNC speed and not THROUGHPUT speed.0

Sync speed data transfer is unachievable, in my view, therefore bod1467 present your case where this is the headline advertised figure. I accept that broadband is sold by muppets reading scripts to an ignorant populace.
