Wow what a surprise - NOT. Just because you're the Government does not mean you can act illegally even if some people agree with the principle of why you are trying to do it.
What a complete waste of money trying to appeal was!
The Con Dems try to do it with solar panels.
Ed Balls tried to do this with Sharon Shoesmith.

I think the subsidy scheme is a scam, whereby even very poor people who can barely afford to heat their homes in winter are paying to subsidise solar panels. Thanks to the EU carbon targets, the UK government were prepared to spend our money to allow some people to have cheap solar panels. I know one millionaire who had loads of panels placed on his roof, at his expense. So, if you are struggling to heat your home, cheer yourself up with the thought that some of your heating bill goes to help millionaires make more money.
Unfortunately the government did not expect so many companies to enter the panel installation market. Now there's a first, the government making a mistake which costs us money.

Being serious for just a moment.
This country has not got a snow ball's chance in hell of meeting the legally enforceable agreed target of 20% reduction in CO2 emissions by 2020 (geddit?).
Now that "tax" subsidies are being slashed (in my view correctly) in an attempt to maintain our banking economy's link to "the gold standard" of a "Triple A" credit rating; the OECD will have its eye on this "Compulsory Unmitigated Payment" and how efficiently the Department of Energy and Climate Change is administering the "imputed tax".
As recently as Wednesday a spokes person who knows, was briefing that this final legal challenge was a £700 million decision and another 20,000 installations were installed and registered in the week leading up to 03 March alone - so with a fixed budget something else is likely to get cut.
On the plus side, the export rate of 3.1 pence per unit is thought to be too low, especially as in some part of Europe "net metering" can now support the investment in PV panels: That is in Southern Spain and Sicily.
Lots of sunshine in the day time versus oil fuel generated mains electricity at night.0 -

Being only slightly serious for a moment:
An exceptionally mild winter in 2020 just might help us hit the target. And if global warming is as big a threat as some pundits say, we might just get such warm weather (a bit like today's mid-summer temperatures!)0 -
