Oil Buying Syndicate Discounts

I currently run a small oil syndicate which orders on a monthly basis. Our last order was last week and we got our oil for 45.79p per litre. For someone buying 500l this represented a saving of at least 7p per litre compared to purchasing on their own.
I would like to look into running the syndicate on a larger scale and placing a much larger order on say a quarterly basis to maximise the discounts that are available for larger orders.
Does anyone currently do this and how do you run/administer it?
At the moment, I do not charge for the service, my only perk is when I order oil myself and get the discount that everyone else does.

Hi - how much do you order at any one time to get this discount? Cant help you with your question, but my friend has oil as do all her neighbours and she was saying today how much it costs, so was wondering whether they all clubbed together and got it in one go they could save, but not sure how much they would need to order?
