Direct Debit Chargeback from the buyers bank, unless the delivery address was confirmed you've lost the funds from this sale0
-
This happened to me a few weeks ago with the same email from paypal. The buyer was 'confirmed' in the UK, but SAID she was american, and her american bank had frozen her bank funds (for some reason).
Paypal emailed me for 'more information' and as far as they were concerned this was a dispute, and MADE me 'Admit Liability' (I had to click a choice and they were all not what had happened).
I was made to feel like I was in the wrong, and they took the money off me.
Luckily the buyer sent the item back to me as it was going on and on, and she couldn't sort it in time.
You have probably lost the money unfortunately...

OP, the person whose account paid for the item has told their bank / credit card that the transaction was fraudulent. This may be a mistake, or they may have had their credit card details stolen and been a genuine victim of fraud.
Check the following:
- Was the address confirmed?
- Did you qualify for seller protection?
- Did you send the item trackable, and was it signed for?
If any of the answers are no, then you are likely to lose the money
If yes to all - you're in with a chance. There was a case of this happening recently on this forum, and the seller successfully defended against the funds being reversed. My TV is broken!
Edit: refunded £515 for TV 1.5 years out of warranty - thank you Sale of Goods Act! :j0 -

In answer to your questions- yes address confirmed and I qualify for seller protection but it wasn't sent tracked (though I do have a posting certificate)0 -

I'm sorry but even though your Buyer has a Confirmed Address & you eligible for SPP you've not followed the conditions of the policy & therefore will loss the Funds relating to the purchase
First Rule of Sending item paid for via Paypal: ALWAYS Use RM Recorded as minimum, anything less will result in Paypal's Seller protection being invalid0 -
Hope it was low value - without tracking you can not successfully challenge the claim.
Always send with tracking if you can not afford to lose the money and the item.<--- Nothing to see here - move along --->0 -

It was worth about 11 quid so not massive amount but 1st time it's happened to me
I know that there may of been a delay in the item getting there due to the postal strike but he could of e-mailed me 1st if there was a problem!0 -

Ideally he'd have emailled you... but after that a paypal dispute is normally the first port of call - cancelling the payment with his bank is pretty extreme, and may affect his paypal account if he does it repeatedly.
Have you checked for emails going astray? Changed email address? Spam filter a bit too keen?My TV is broken!

Checked my e-mails and nowt there in the spam filtered out bit either
Does seem strange that he didn't e-mail me 1st with any problems- as i e-mailed to tell him (and others whose items I posted that day) that had posted them but maybe a delay due to postal strike and had no other problems0 -
Could it be that the buyer was using a fraudulant/stolen bank account details????
When I worked in a shop we had chargebacks for accepting stolen bank cards (only happened once in 8 years in my store!!, but London stores got it all the time)
Sorry not very good at this stuff, didn't realise how many ebay problems crop up until I started using this forum!!
