LCD Monitors - Advice on how best to clean, please.

I know I'm not supposed to "touch" it and the kids are under fear of having their fingers chopped off if they do (!) but can anyone please tell me the best way to clean it?
Does it have to be turned off first? What sort of cloth? I have a gorgeous pic as my background but the face has developed the odd freckle indicating that the screen really could do with a once over
