Host on tinypic, remove any personal details, copy both sides of pcn. Copy url onto page without the http:// bit. This is for council/police tickets, for anything else just ignore them.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Hi everyone.
On Sunday I parked on a single yellow line in Liverpool city centre and came back to my car to discover that I had a Penalty charge notice (PCN) from Liverpool city council at 15:20. The notice reads:-
"by civil enforcement officer: ***** who had reasonable cause to believe that the following parking contravention had occured and that a penalty charge is now payable: parked in a restricted street during prescribed hours"
Now I have checked the street and there are no signs which indicate 'no parking' actually there are no signs at all. I have been back to the area to check for signs and the only sign that I could find was a "Outer Controlled Zone" sign. Location shown below
For image below:
Star: Parking Location
Arrow: Outer Controlled zone sign Location
As you can see above these signs are some distance from the parking location and I'm still unsure to what they actually mean.
Below I have the route which I undertook to get to the parking location which contains non of these signs.
For image below:
Purple line: Route taken
Also here is an image of the sign
Another thing that I should possibly add is that I was parked with 2 of my wheels on the pavement, I am not sure if that effects anything.
Anyway, I hope I have provided enough information even if I am not entitled to challenge the PCN its worth to find out these things.
Thanks for Any help in advance!

You don't have to put the whole URL in your post, you need to either leave the http:// bit out (we can add it back in ourselves) or put a gap between the http and the next bit.
People would need to see the FRONT and BACK of the whole PCN please, all the blurb, all the small print on the back (minus any car ID details).
HTH, posters will need to see the whole PCN in order to help and advise.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Controlled parking zones should have signs on both sides of the street at every entrance road to that zone. In other words, it should be impossible to enter the zone by any route without passing a CPZ sign.
A quick look on Google Streets shows several that don't, ie only 1 sign.
The junction of Duke St /York St has one sign at 45 degrees and the sign on the other side of the road is turned round , ie you can only see it as you exit the zone. (bear in mind that Google can be out of date and these need to be checked on the ground)0 -
Are not 2 signs needed when the road is over 15m(or similar) wide? When its under its only 1.I'd rather be an Optimist and be proved wrong than a Pessimist and be proved right.0

Yes there is a width limitation, but it's something like 5m, not sure of the exact measurement (I'm sure someone will know) and only 1 needed for one -way streets
York St for instance has 2 but is a relatively narrow street.
Where the OP has indicated a sign at the top of Paradise st, there's only 1 that i can see on Google.0
