07012 numbers. Are they premium rate

I had a message left on answer phone asking me to call an unnamed man on his private number of 07012 xxx xxx. Not a local accent. Is this a spam call. If so can I report it as I'm registered with TPS and this will be the 2nd spam call in a week (the other was an indian chap who could barely speak english and refused to tell me the name of the company he was calling on behalf of. Kept saying 3network phones offers available today!!

Oftel records show that numbers starting 07012 9 are allocated to Band-X Limited. Note that due to number portability if an individual number has moved to a different operator this information is not publically available. Notes: 10 Digit Numbers. Oftel's last recorded change for this number range was in October 2004.0

To summarise, yes.
It's a con, spam whatever you want to call it.
They use 070 numbers because most people think, because they start with 07, they are just ordinary mobile numbers - and many will return the call (particularly those thinking they're using their mobile's cross-network free minutes).
The call was trying to get you to call back on an expensive number (see above) and, if you had, then they would then have tried to keep you on the line for as long as possible to increase their profit share.Time has moved on (much quicker than it used to - or so it seems at my age) and my previous advice on residential telephony has been or is now gradually being overtaken by changes in the retail market. Hence, I have now deleted links to my previous 'pearls of wisdom'. I sincerely hope they helped save some of you money.0 -

If you've been TPS registered for more than 28 days, you could try an online complaint.

I've been registered with TPS for over a very long time. Years ago I had problems with silent calls which I had to involve BT and the Police in. The result was I never receive unsolicited calls which was brill. However this week I've had two. One from an Indian chap and now this one.
I have been trying to think who I have given my home number to, as I normally give my mobile, and the only company I can think of is Next as I've ordered new furniture from them.~Laugh and the world laughs with you, weep and you weep alone.~:)

Numbers starting 070 are called "personal numbers". The holder of the number can divert calls terminating on it to any other number he or she wishes. This is particularly useful if a person is say out and about and only available on a mobile. In this instance he can choose to have calls to his 070 number to terminate on his mobile number. Then later on when he returns home he can choose to have the calls terminate on his landline. The holder of the number does not pay a charge for this divert service. But the callingparty usually pays at a higher rate than calling a mobile phone. This arrangement is confusing since most people understand that numbers starting 07 are mobile numbers, but as you can see, numbers starting 070 are not strictly mobile numbers for tarrifing purposes.
In addition it used to be possible to share revenue with the holder of 070 numbers, but I understand that this is no longer supposed to be possible. Numbers starting 070 are sometimes referred to as "find me anywhere" numbers. I hope this clarifies what they are for you?0
