Tickets bought last October, not arrived - paypal claim?

hi, my friend bought gig tickets last October on ebay for a concert happening this weekend but the tickets have not yet arrived -can he claim via paypal/ebay or has too much time elapsed? think the seller has changed their id on ebay or left as they are no longer searchable...

    Unfortunately too much time has elapsed for a Paypal claim. Of little help now, but NEVER buy concert tickets in advance from ebay because this type of thing is all to common.

    Does your friend still have an address for the seller? Maybe a strongl worded letter sent special delivery threatening small claims may spur them into a refund?

    Hi, we had exactly the same issue about 2 years ago when we bought tickets in advance, paid via paypal and then the tickets never turned up. Paypal and Ebay were as useless as ever we went through the small claims court, more expense and it turned out that the seller had moved to the US and nothing could be done.

    I would never buy tickets in advance on ebay again due to Ebay and Paypal seeming to favour the seller in 90% of transactions.

    Unfortunately I think you will just have to write the money off.

    You have to open a dispute within 45 days.

    So it has been way too long. PP and Ebay don't know weather your trying to pull a fast one and hoping the seller still does not know the tracking number.

    Did your friend pay by credit card?

    I think you've got that thw wrong way round!

    If you know how Paypal works it is the safest way of buying somethnig on ebay. If not situations like this occur.

    On 6 May I bought Take That tickets on ebay for Wembley 3 July. The seller is a power seller with an excess of 2500 feedback, 99% and a member since 2005.
    Now for the twist...i found out tonight that the seller is no longer registered on ebay. I have reported this via paypal and the seller has till 16 June to respond. What do you think the odds are???

    Also you say you have reported it to paypal, have you actually opened a full chargeback and not just a dispute?

    I have just opened a dispute and stilll need to do the chargeback - how do I go about doing the chargeback?
    I am probably lucky but I have never had any problems buying & selling on ebay in the last five years so all this is new to me.

    I received this email from the seller this afternoon, please let me know what you think....

    "Hi
    I am really sorry about this but my ebay account recently got suspended as I was in dispute with paypal because they froze all the funds and I was unable to access it at all.
    Therefore as paypal has kept all the money I am unable to complete our transaction so you need to obtain a full refund back from paypal and make alternative arrangements about the tickets.
    Can I simply clarify that all the funds have been witheld within paypal so the responsibility for all this mess lies with them. Paypal keeps doing this kind of thing so that they can keep people's money all the time. Have a look at www.aboutpaypal.org and www.paypalwarning.com !!!
    In order to make sure you claim your refund promptly please call Ebay on 020 8080 2105 and choose option 6
    Monday - Friday: 8:00AM - 9:00PM
    Saturday - Sunday: 9:00AM - 6:00PM
    I am really sorry this has happened and I do hope you are able to judge by your self that a powerseller like me would not have wanted anything like this to have happened with my track record as clearly indicated by my feedback

    escalate the dispute in the dispute console on your paypal account, i presume you have started an item not received dispute? you will get a refund from pay pal when they have reviewed it, if you want to jolly them along ring the pay pal help line and point out that the seller has been NARUed, but be prepared to be whipped up into a phone smashing rage by pay pal's automated phone answering system which is presumably designed to make you feel extra killy by the time you get to talk to a real person.

    I opened a non-receipt claim and the confirmation page says it has been escalated to a claim as shown below, do i need to do anything else apart from the chargeback (which I am still trying to find how to start on PP :-s )

    "Status This item not received dispute has been escalated to a claim.
    We requested additional information from the seller about this transaction.
    What happens next
    The seller has been asked to respond by 16 Jun. 2009. Once we receive the information, we'll continue our review of this case.
    If you've resolved this problem, you can cancel this claim at anytime.
