What is this they mean about Dial Tone Boradband sorry being thick what does it mean though."Don't panic just chill out and smile"

What they mean is that all lines will be enabled for broadband - they are calling it 'broadband dialtone'.
Basically, there will be no activation process as is the case now, all lines will be active for broadband - just sign up with your selected provider and you will be able to connect.
For the consumer, it should mean there will be no activation fee to pay, and signing up or migrating to your selected provider (who you will still have to pay) should be easier.0
