E mail I received earlier from FSCS.
Dear Icesave customer
Thank you for your recent enquiry.
Please note that due to higher than usual demand it may take us longer to answer your calls and emails, and we are currently unable to provide you with a personalised response. We apologise for any inconvenience this may cause.
The FSCS is aware that a number of customers who previously held ISAs with Icesave, and who have received compensation via the electronic process, are awaiting their ISA certificates in order to re-invest their funds with a new ISA provider.
We apologise for the delay in issuing these documents and any concerns this may have caused. However, we can confirm that from 5 December 2008 we will be sending out ISA certificates, which should therefore be received from the start of the week commencing 8 December 2008.
For more information, please refer to our website for further information, which contains Frequently Asked Questions about Icesave http://www.fscs.org.uk/consumer/ .
However, if you are still unsure about any matter, please call our helpline on: 0845 7300 131 (Icesave enquiries only). We will try to respond to your query as soon as possible.

another post from a little later on yesterday advises slightly different info.
"...She then rang the FSCS to ask when certificates would be sent out. They confirmed there was a delay, but said that anyone who had claimed before 21st November would have their certificates sent out by this coming Monday Dec 8th. For those of us who claimed after this, they had no idea when certificates would be sent."

See press release 5/12/08 at
http://www.fscs.org.uk/industry/publications/press_releases/
Relevant section says
"The sending of some ISA certificates has been delayed after scheduled pre print testing identified an issue in relation to certificate data. This issue was relevant to a small proportion of the certificates and has now been resolved. For some people this has resulted in their ISA certificates arriving later than FSCS originally planned and FSCS apologises for any inconvenience. FSCS is sending out ISA certificates to more than 9,000 Icesave customers this week and more than 50,000 certificates in the next week. UK Icesave customers will be able to use the certificates to open new ISAs by 5 April 2009 without losing their tax status."MSE. Abandon hope all ye who enter here0 -
