Tracing the owner of a website

We have a village website, which is actually not too bad, except it hasn't been updated for atleast 4 years.
We have tried contacting the two email addresses on the website every few months for the past 3 years but to no help.
We would like to take it over and run it, but have no idea of if this is possible?
Any help would be great.

I have found the address of where it is registered and have contacted them.
it says of the WHOIS Query resuts
Renewal date: 05-Oct-2009
Registration status:
Registered until renewal date.
Does this mean, that after the 5 Oct 2009 if we have had no luck contacting the owners, we could register the address or is that just naive!!

About 6 months after that date you might be able to buy that domain.. possibly longer0

Unless they renew it. What is the domain? (don't think we'd count it as advertising as it has no commercial value!). the domain is www. "the village name" .co.uk
Don't really want to give the village name out.
I am sure we could find other domains, and just set one up from scratch. Somehow that is a bit more daunting.
Will wait to see if our latest attempt to contact them has any success.

If it's a website for a village, it might be better to register a new name for it anyway.
The "co.uk" suffix is a bit odd for a village; that's usually chosen to indicate that it's the website of a company - or at least a trader.
Have you looked into the idea of yourselves registering "villagename.com" or "villagename.uk" or something else more appropriate than "co.uk" ?
Your domain name is important and it needs to be carefully chosen.

You can get "villagename.org" or "villagename.net" quite cheaply. You could even get "villagename.me.uk". Renting a domain name and web space need not be daunting. I use https://www.betterwebspace.com and they are very helpful in setting everything up. (I am not affiliated with this company in any way and they are not the absolute cheapest but they are cheapish and very helpful in my experience).0
