I am a Portsmouth Water Customer but don't live in Portsmouth, as a result I am not eligible.

It seems it is for Portsmouth residents only as it's being funded by Portsmouth Council.

I pay to Portmouth water - but live outside Portsmouth - so I can't get one! Portmouth residents seem to get lots of freebies - free sports for kids in the holiday, cheaper spinnaker tower tickets etc.......

Yeah but they don't even have wheelie bins in Portsmouth! We've had them for 20 years in Fareham.

Have just noticed the Southern Water logo on the OP's link. (Southern do Sewerage).
