Abismal policy for refund at Anglian Water / bill manager caution

I paid my Anglian Water bill last Sunday with bill manager. Unfortunately I managed to do it twice so called my bank immediately. However the £87 payment I made was a 'faster payment' and I was advised that both payments had left my account and would show up with Anglian the next day.
Monday morning before work I called Anglian but my payments were not showing so the advisor told me my account would be marked and when the payments showed I would get a refund. Thought nothing of it and thanked the lady and left it.
Out of curiosity I called Anglian again yesterday (Friday) to see if things had been resolved. Surprise surprise nothing had been actioned and my account was showing overpaid. I therefore requested a refund.
No problem sir, we need 14 DAYS FRO THE PAYMENT TO CLEAR and then we refund BY CHEQUE and our next run will be 30 November. Expect your cheque by post around 5 DECEMBER! A good job I didn't pay a day later otherwise I would have to have waited until their next cheque run in the middle of December.
Add a few more days for me to bank and the cheque to clear I may get my money back into my account around the 10th!!!!!
I find this unbelievable. My money was in their account on 16 November according to my bank. Where the hell did this 14 day farce come from? And why can't they deal with refunds faster by electronic means?
Anglian Water is not my favourite company at the moment.
The moral of the story I suppose is be very careful of paying things electronically.:(

I think this policy is probably because 'cleared' funds are not always 'cleared' as our scamming Nigerian friends have discovered.0
