I think http://www.tribalpages.com/ can do this. On their home page it says:
Build your Free Family Tree website online. Invite friends and family to view or update your site. Each private and secure website is loaded with Photos, Charts, Reports, Maps, Relationships, Events and Stories. Just add names of your relatives or import a GEDCOM file and instantly create your family tree website.
I have used this site for my basic family tree, but it seems a good site0 -

PAF [Personal Ancestry File] from the Mormons is free

As is Brothers Keeper, not realy "free" as it is sharerware, but there is no time limit on trials

Also you might be able to access Ancestry.com for free at your local library (it's available in Essex libraries).

You can import/export GEDCOM file from/to genesreunited.
