Brand new flat-need phone line-confused!

I'm moving into a brand new flat on the weekend. I foolishly assumend I just ring BT and they move my number to the new flat free of charge for being a great customer for 8 years. Yes very wrong. They want $120ish to activate the new line.
My question is - and I've been searching around but am confused- is it just BT who can install a new phone line and then I change to a new provider? I saw on the tiscali website a £99 fee but I'm with them for broadband and they are useless.
What's the cheapest way to get a brand new phone line? I don't want to commit to a contract-12 months a the very most if I have to.
