PCN issued in Scotland

Hi
I am looking for a bit of advice.
I parked in an NCP in Edinburgh and returned to my car to find a ticket. Where i parked it would appear that the bays had been turned around so in effect you could only park something like a smart car in the direction. I had my elderly father in law in the car (blue bade holder) and needed a large bay to help him in and out and as the old lines were still in the bays it looked as it was ok to park there.
Anyway I found an attendant and gave him back the ticket there & then.
Two months later i received a letter from NCP asking me to pay. I have used their appeal process online and they have rejected the appeal saying i can take it to IAS if i want to take it further. There is no number to call to discuss and they just seem to refer to T&C's which I am sure nobody reads when they park!
I guess the real question is what to do now. I have about 2 days left before the fine increases to £100. Should i just pay up for ease or should i just ignore them. Not entirely sure if the car park being located in Scotland makes any difference.
Please help!

Are you sure you've got the name of the parking company right?
NCP Ltd are BPA members, the IAS is the appeal process for the other trade body the IPC.
EDIT: I see from the thread below that NCP are offering IAS appeals for another Scottish case, probably because they have to offer an alternative dispute resolution method and POPLA don't deal with Scottish cases.

NEITHER are ATAs when Scotland is concerned as POFa2012 does not apply

Thanks for the responses. Quite a bit of reading completed tonight. So am i right in saying that the best course of action now, despite the fact that they have rejected my appeal, is to ignore any further communication from them?
I have to admit i am also struggling to understand what difference it makes that the ticket was issued in Scotland. If someone could clarify this that would be great.
Many Thanks

in 2012 the english goverment brought in the protection of freedom act , this enabled parking Cos to go after the car OWNER provided they complied with POFa2012 , prior to this , they could only go after the driver
the ruling powers in scotland an NI said &*d off , and POFA2012 was not included in scotish and NI legislation
unlike england , if you refrane from naming the driver they cant do much , this is why its advised not to even speak to them , as they will twist your words
so if you hav,nt said "I did this" "I did that" "yes I was the driver" then they are knackered
expect lots of junk mail in RED ink , look at the addresses at the bottom and play snap , but do not contact them again
POPLA explaination , simplified to simply explain it to OP , it is more complex , but not to worry the OPSave a Rachael

Hi
This is the appeal decision letter where it mentions IAS:
Re: CP46502446 issued at Edinburgh Castle Terrace on 24 October 2016 to vehicle with registration mark M*****DG
Thank you for your recent correspondence regarding the above notice number. We have considered the case carefully and have decided to reject your appeal on the following grounds;
The parking attendant observed and recorded that the vehicle was not parked wholly within the confines of a marked bay.
The Terms and Conditions of which our services are provided are clearly displayed on entrance and throughout our facilities, including the requirement for all motorists to park within the markings of a designated bay. We are confident that all signage and the PCN are compliant with all industry standards and to the British Parking Association's code of practice to which we subscribe.
You now have the following options;
Pay the Parking Charge Notice at the discounted amount of £50.00 within 14 days. Please note that after this time the Parking Charge Notice will increase to the full charge of £100.00.
Payment can be made:
* Online, by visiting ww.ncp.co.uk/pcn
* By sending a cheque or postal order, made payable to National Car Parks Ltd to: National Car Parks Ltd. Notice Processing, PO Box 839, Northampton, NN4 4AL.
* By Debit or Credit card (except American Express). Please call 0345 452 7780 and have your card details and the information held in this letter to hand.
If you believe this decision is incorrect, you are entitled to appeal to the Independent Appeals Service (IAS). In order to appeal the IAS will need your parking charge number, your vehicle registration and the date the charge was originally issued. Appeals must be submitted to the IAS within 21 days of the date of this letter. For further information please visit ww.theias.org.
If you decide to use the independent appeals service, the offer of a discount for early payment will be withdrawn, and the full parking charge will apply if your appeal is rejected. If you appeal and then subsequently pay the charge prior to that appeal being determined, then the appeal will be cancelled and you will not be given a further opportunity to contest the charge. Please note that the independent adjudicator is unable to cancel a charge on grounds of mitigation and the decision will be based on facts and evidence only.
The Independent Appeals Service ww.theIAS.or provides an Alternative Dispute Resolution scheme for disputes of this type. As you have complied with our internal appeals procedure you may use, and we will engage with, the IAS Standard Appeals Service providing you lodge an appeal to them within 21 days of this rejection.
If you choose to do nothing, we will seek to recover the monies owed to us via our debt recovery procedures and may proceed with Court action against you.
Yours sincerely,
Notice Processing Team
National Car Parks
Many Thanks

Hi
When i made the appeal online I do recall i did type thinks like, I chose that space due to the additional space it provided to assist with my elderly father in law and his wheelchair...
Therefore i have actually admitted i was the driver and that i parked there.
Am i at a point now where i should just pay it. I have to pay it tonight before it goes up to £100.
Many Thanks
