That is an extremely poor download speed for a fibre broadband service.
I'm on "standard" internet with AOL and even though the package states up to 17Mb, I regularly get 18Mb+ (checked with many online speedtesters and I once had an Openreach engineer at my house fixing a phone fault and he checked the speed and it was 18.5Mb at the time).
I am only about 100 metres from the internet cabinet which certainly helps.If it serves it's purpose does it matter what the numbers say?
Don't forget that when all everyone had was a 56k dial up modem, this also "served its purpose" at the time but who would want to go back to that?0 -
I'd expect more from fibre. BT should come out free of charge if they agree it's a bit slow (or so their marketing says); have you spoken to them?0

i am not tied to 2omg download at present as due to some bt fault cannot check my usage on their usage thingee so am ok to go over!0 -
Just watch out they don't fix that fault and start sending you retrospective bills, if you have gone over.0

When you're getting 9meg Up, 14 meg Down is very poor ... you should be getting 35meg easily. (I get 33meg Down and 6meg Up). What does the BT speed tester tell you?

I'm surprised that nobody has asked whether this is a wired or wireless test yet. To see how fast the actual connection is you need to test wired on a reliable speed test site such as the one bod suggested above.
Once you have a figure for your connection speed you need to check that against the estimate you would have been given when you signed up.
What speeds did you get on ADSL assuming you had it? With only a 20GB limit there is very little point spending the extra on FTTC unless the ADSL was pretty poor (say < 4Mbps) because if you use it for anything where the speed difference is noticeable you'll gobble the allowance and be into penalty charges.0
